Chief Operating Officer

Job Purpose:
The COO will support both the development and execution of customer growth strategies and operational leadership as a key member of the Senior Management Team.  The COO will report to the CEO.  This position supervises the Business Development & Capture, Human Resources, Operations, Facilities, Information Technology, Projects & Programs, Contract Management and leading a team of five direct reports (VP of BD & Capture, HR Director, Civilian Operations Director, and DOD Operations Director).  This role requires a strong leader with exceptional problem-solving and analytical skills. The successful candidate will have a keen eye for detail, a passion for growth, program and operational excellence, and a drive to deliver results.

Responsibilities:

  • The COO will be responsible for managing service delivery across all offerings for a portfolio of customers. While partnering with other team member on strategy, you’ll be responsible for key deliverables of customer experience, operational delivery, and new Business Development & Capture.
  • Lead a team of Directors and their teams to orchestrate customer value and contractual requirements delivery to ensure technical, schedule, and financial performance across a diverse portfolio of customers and contracts ranging from facilities and logistics support to highly complex technology implementation and support to mission centric program support services.
  • Collaborate across the organization to develop best practices and standard processes that are effective and allow teams to operate efficiently and with appropriate governance controls.
  • Managing and working with HR team to lead the charge to recruit, hire, and retain market leading talent. 
  • Partner with Sales teams to support pipeline identification, business development, capture, and bid and proposal activities for renewal, new and additional revenue opportunities.
  • Partner with Sales leadership and support the development and execution of customer growth strategies for key customers as part of our organizational growth strategies.
  • Leverage existing and new relationships within agency programs and partner channels (other GovCons).

Travel Requirements:
​​​​​​​This position is open nationally, with a preference for candidates based in the greater Washington, D.C. metropolitan area and will require up to 30% travel.

 Qualifications / Experience:

  • Proven experience in GovCon program management, implementation and operations experience required.
  • ​​​​​​​In-depth knowledge of government business development & capture management processes and procurement procedures. 
  • Proven experience managing government regulations and compliance requirements in an ethical and principled manner.
  • Strong relationships within agency programs and partner channels (other GovCons).
  • Strong executive presence, polish, and emotional intelligence.
  • Approach business challenges from a macro perspective, resolve strategic issues effectively and manage and mitigate risks.
  • Ability to effectively select, develop, coach, empower and motivate staff to ensure growth in their scope of responsibility and accountability for operational excellence.
  • Ability to lead change and establish operational metrics/key indicators for process control, communication, and performance improvement.            
  • Approach business challenges from a macro perspective and resolve strategic issues effectively.
  • Ability not only to communicate clearly with an understanding of your audience, but also to present ideas and gain commitments that are crucial to the success of the business.
  • Knowledge and ability to develop and/or interpret operating plans and budgets.
  • Ability to manage multiple, complex projects and changing priorities, work extended hours when required, make sound decisions under pressure.
  • Ability to collaborate and work effectively in a highly matrixed and often geographically dispersed working environment.
  • Proficient in Microsoft Office Tools; specifically, Word, Excel, and Project.
  • 12+ years experience operations leadership
  • Bachelor's degree required, Master’s degree preferred.
