Financial Analyst

Atlanta, GA/ Remote
Job Purpose:
Provide financial analyst reporting to Enterprise Technology Solutions (ETS).  ETS provides voice, data, and video telecommunications products and services to Federal Agencies.   The ETS, Invoice and Billing Support Branch (IBS) has national responsibility for providing financial support and oversight of Regional Services programs. This includes processing, reconciling, and analyzing all transactions affecting revenue, cost of goods sold, and gross margin related to reimbursable business activities for Full-Service program/ WITS. Responsibilities also include supporting the program’s financial planning activities and reporting and analyzing financial results.


Responsibilities
The financial analyst will provide:
  • Invoice Validation & Processing 
  • Manage incoming and outgoing mail - Sort and deliver electronic, incoming, and outgoing mail. 
  • Validate charges on vendor invoices, reconcile assigned accounts, and process payments using various GSA business systems (TOPS/TIM/VITAP/Pegasys Business Objects). 
  • Verify various charges on Vendor invoices. 
  • Process invoices into government systems: (TOPS/TIM/VITAP/Pegasys Business Objects).
  • Summarize transactions and prepare control documents, or other posting documents reflecting the entries to be made to front end business applications. 
  • Paperless Invoice Transmittal: Electronically process and transmit invoices to the Office of Finance. 
  • Maintain the data accuracy of the GSA Business Systems. 
  • Reconcile accounts comparing vendor account balances with related Business system TOPS data to ensure its in agreement with the GSA contracts.
  • Close/Finalize inactive vendor accounts
  • Research payment status and past due balances on Vendor invoices. 
  • Prepare documents for Records Management disposition. 
  • Prepare Excel spreadsheets detailing invoices processed that've been retrieved from various GSA business systems.  
  • Portal Invoice Retrieval: Establish Portal Access to enable online retrieval of invoices as needed. Assist the GSA management team in establishing procedures to monitor the receipt and tracking of the invoices from the point of initial notification through transmitting to Finance, as needed. 
  • Mailbox Management; Manage the Service Now mailbox and ensure tickets are disseminated to the appropriate personnel and ensure all tickets are resolved.
  • Electronic Invoice Receipt:  Receive carrier invoices in an electronic format (PDF or Excel GSA maintained mailboxes)
  • Customer Billing (including Chargebacks and NON-IPAC delinquencies (AR)
  • Research customer billing inquiries.
  • Monitor Data captured by the Office of Finance of all rejected IPAC (Chargebacks) and Non-IPAC delinquencies. Research various business systems to determine the reason for the rejection or unpaid customer statements.  Correct the error and re-bill agency, coordinate credits with the vendor or the Office of Finance to resolve the debt. 
  • Funds Management (Interagency Agreements, funds acceptance processing) 
  • Prepare Excel spreadsheets detailing customer IPAC and Non IPAC billings
  • Mailbox Management:  Manage the GSA mailbox where customers submit Interagency Agreements/MIPRS/Funding Documents – Collect documents, extract data, store data and maintain the Business System portal (TIM) where the documents/data is maintained.  Disseminate to internal and external stakeholders for signatures. 
Education and Qualifications
Bachelor’s degree from an accredited university or college, or equivalent with 6 to 9 years of specialized experience. Education can be substituted with proven 6 to 9 years of specialized experience.
