Job Purpose: This position will be responsible for the design, development, implementation, and maintenance of a national supply chain database (SCDB) that will be used by the Manufacturing Extension Partnership (MEP) Program
Review of Relevant Material for National SCDB
Review and become familiar with:
National Institute of Standards and Technology (NIST) Manufacturing Extension Partnership (MEP) Program Supply Chain Database Report including the preliminary analyses conducted by NIST regarding the establishment of a national SCDB for the purpose of: -Understanding the manufacturing capabilities of United States manufacturers-Minimizing disruptions to the supply chain, which may include defense supplies, food, and medical devices, including personal protective equipment (PPE).
All applicable Congressional bills and actions introduced and enacted in 2021 relating to this topic to understand the many different MEP Program and stakeholder intents and potential MEP Program uses for a national SCDB; The MEP Enterprise Information System (MEIS) to understand the primary database used by the MEP Program that houses data that is generated by MEP Centers in the conduct of their functions serving as MEP Centers and that is reported to NIST MEP; The databases used by MEP Centers across the nation in the execution of their functions to operate as MEP Centers, especially relating to MEP Center understanding and relationship management with the manufacturers operating in their states; and Databases maintained by the US Department of Commerce providing analytical insight into the U.S. manufacturing sector.
Prepare a set of preliminary specifications for the design of a national SCDB that incorporates information from state-level databases maintained within the MEP Program that could include the creation of a centralized or distributed/federated database;
Prepare a set of preliminary specification for a national SCDB detailing potential database maintenance, update procedures, security, and access control to ensure:
appropriate protection of national and economic security-related information
appropriate protection and use of business proprietary information
accuracy of the manufacturer information contained in a national SCDB, and
that the information contained in a national SCDB is current per specified update procedures
Update preliminary specifications per feedback from NIST MEP
Education and Qualifications:
Master’s degree in Computer Engineering, Computer Science, Database Administration, or related field
5 years of experience in database design, administration, and maintenance
Experience as a significant contributor to complex technical efforts.
