Job Purpose: The Emergency Management Specialist manages and coordinates the Command Emergency Management Program to ensure CNSG-C is prepared to respond effectively to emergencies within the Area of Responsibility (AOR). This role develops emergency response plans, coordinates drills and exercises, oversees fire safety programs, and evaluates readiness to improve emergency response capabilities. The EM Specialist also collaborates with naval commands, regional partners, and emergency services to ensure effective crisis management planning, response coordination, and continuous improvement of emergency preparedness programs.
Responsibilities:
Manage, direct, coordinate, and implement the Command Emergency Management Program, including command training and fire safety surveillance programs.
Provide oversight, trend analysis, and technical guidance for shipboard fire safety programsand emergency response readiness.
Serve as the exercise lead responsible for planning, developing, coordinating, conducting, monitoring, and evaluating emergency management drills and exercises.
Develop drill packages and exercise guides in compliance with NAVSEA Technical Publication S0570-AC-CCM-010/8010 (Industrial Ship Safety Manual for Fire Prevention and Response).
Participate in exercises as lead, assessor, or evaluator to ensure effective emergency response capabilities across CNSG-C locations.
Coordinate with naval installations, regional commands, and area fire stations to ensure integration of emergency preparedness and response procedures.
Provide guidance to leadership on crisis management planning, emergency preparedness strategies, and response coordination.
Conduct tabletop exercises and coordinate with command leadership to ensure effective emergency response integration with operational and base response teams.
Monitor and evaluate facilities, emergency operations centers, and communication equipment to ensure operational readiness during emergency situations.
Assist fire safety officers in delivering training for ship emergency response teams and fire safety watch personnel.
Identify gaps in emergency preparedness and implement improvements to enhance emergency response capabilities.
Maintain awareness of changes in the operational environment that may affect emergency response planning or readiness.
Coordinate funding requirements for emergency management programs and report status to leadership.
Perform additional duties as assigned to support emergency management operations and mission readiness.

Qualifications:
Comprehensive knowledge of Emergency Management (EM) programs, including command-level emergency response planning and program management.
Strong understanding of command mission requirements, policies, and EM program requirements within the assigned Area of Responsibility (e.g., 5th Fleet).
Experience analyzing emergency response procedures and recommending improvements to enhance preparedness and response effectiveness.
Experience supporting control center or emergency operations center activities related to emergency response situations.
Demonstrated ability to conduct detailed analysis of complex emergency management functions and response operations, including shipboard fire response and safety programs.
Ability to develop recommendations and present findings to senior leadership in a clear and concise manner.
Experience coordinating with military, government, or law enforcement organizations to support emergency preparedness and crisis response operations.
Subject matter expertise in industrial ship safety, fire prevention, and emergency response planning.
