Outreach & Hiring Officer

Responsibilities
  • Conduct internal assessment of agency’s recruitment and hiring policies, procedures, and practices; identify barriers to hiring individuals from historically excluded/underrepresented communities; benchmark best practices from other federal agencies; and elaborate a work plan addressing identified weaknesses and challenges, while strengthening internal best practices.
  • Develop quantitative and qualitative metrics to monitor agency-wide and office- specific trends and challenges; and assess.
  • Develop standard operating procedures and all relevant laws and regulations.
  • Ensure individual Administration for Children and Families (ACF) offices and programs have consistent guidance regarding hiring flexibilities, partnerships, and networking best practices, etc.
  • Liaison with OTBM and ACF Hiring Officials, and lead efforts to increase recruitment and hiring of people of color, individuals with disabilities, LGBTQ+, and other underrepresented populations.
  • Participate in HHS efforts to strengthen diverse recruitment and hiring.  
Education and Qualifications
  • Bachelor’s degree (or equivalent) in Human Resources Management or similar field
  • Proficiency with social media, CV databases, and professional networks
  • Two or three years of experience in a talent acquisition or similar role
  • Experience in full-cycle recruiting, using various interview techniques and evaluation methods
