Job Purpose:
This position will be responsible for creating and prototyping land mobile radio (LMR) to LTE interoperability capabilities that are 3rd Generation Partnership Project (3GPP) compliant; and to develop test and measurement systems for measuring the performance of public safety user MCV systems relative to user quality of experience (QoE).

  • Provide software and configuration support for implementing and maintaining operation of LMR to LTE technology solutions in the NIST PSCR Lab, as needed to support lab capabilities and demonstrations. Typical vendor solutions use common network protocols, including User Datagram Protocol (UDP), SIP, and Real-time Transport Protocol (RTP), implemented through protocols in common LTE architectures (e.g., Internet Protocol Multimedia System (IMS) and mission critical push to talk (MCPTT) application server).
  • Use protocols and architectures to control and transport voice with common Voice Over Internet Protocol (VoIP), LMR and LTE voice coders/decoders.
  • Document architecture, functionality, and software code per common coding standards.
  • Participate in development of NIST publication Interagency Report(s) and submit code into common NIST and open-source code repositories. Architecture and resulting software should be constructed in a manner that can be used outside of NIST.
  • Develop and support software for the MCV test and measurement system developed by NIST. The measurement system should be a complete, user-friendly implementation for non- NIST entities (industry, public safety agencies, academia). Resulting source code should be written in a manner that allows for easily accessible use for entities outside of NIST.
  • Document measurement system implementation and write code per common coding standards and submit code into common NIST and open-source code repositories. Contractor

Education and Experience:
  • Bachelor’s Degree, Master’s Degree preferred, in Computer Science, Electrical Engineering, or Electronics Engineering
  • Experience in instrumentation/prototype development
  • Ability to write in C++/Python
  • Familiar with MATLAB
