Budget Analyst

Job Purpose:
Provide financial consulting, planning, and execution support to the Office of Economic Impact and Diversity (ED), which includes creating and maintaining ED budget planning and execution documents and reports. Collect, collate, enter, and reconcile data on planned and executed procurement actions, and manage the STARS and the STRIPES procurement databases, providing tracking of procurement documentation and periodic status reports in accordance with the requirements.

  • Develop Budget tables and charts, questions, and answers (Q&As), budget input documentation, including back-ups and provide all necessary support to respond to any quick response action items.
  • Identifying and driving process improvements, including the creation of standard and ad- hoc reports, tools, and excel dashboards.
  • Creating visuals using analyzed data from data tools (i.e., Excel, Access, and other available tools); Developing automated reporting/forecasting tools.
  • Respond and track Questions Submitted for the Record as received from Congress and other sources.
  • Assist the federal staff in following the review of OIG, GAO, OBFM reports, and coordinating responses and corrective actions as a result of any findings in the reports.
  • Assist the federal staff in the recording and reconciling of Program Direction funding in the various financial system databases and presenting these funds in a manner that informs ED management on balances available.
  • Support Ed with extracting relevant and accurate data from existing and future management and financial information systems; and develop processes that provide accurate and timely information needed to achieve programmatic outcomes.
  • Prepare and complete internal control evaluations in order to meet the annual requirements of the Federal Managers' Financial Integrity Act (FMFIA). This task will require the contractor to develop a risk profile, prepare the Financial Management Assurance (FMA) tool,develop a test plan,and populate the Entity Assessment Tool(EAT).
  • Writing, editing, and producing resource-focused reports, summary papers, persuasive position papers, and/or briefs containing written financial analyses, textual justifications, and financial graphics describing fiscal performance related to operational outcomes, such as congressional budget justifications, budget summaries, execution position papers, and/or budget talking points for executive-level and external agency audiences.

Education and Qualifications
Bachelor’s degree from an accredited university or college, or equivalent with 6 to 9 years of specialized experience. Education can be substituted with proven 6 to 9 years of specialized experience.
