The Senior Program Manager is responsible for providing overall leadership, management, and oversight of a federal professional services program supporting our client. This position will serve as the primary point of contact between Strativia and the client, ensuring successful program performance, effective communication, and the timely delivery of all contractual requirements.
The Program Manager will oversee multiple concurrent workstreams and a multidisciplinary team supporting portfolio management, requirements analysis, acquisition support, strategic planning, and related program activities. The ideal candidate will have extensive experience managing complex federal contracts, leading multidisciplinary teams, overseeing cost and schedule performance, and working directly with senior government stakeholders.

The Senior Program Manager is responsible for providing overall leadership, management, and oversight of a federal professional services program supporting our client. The Program Manager will oversee multiple concurrent workstreams and a multidisciplinary team supporting portfolio management, requirements analysis, acquisition support, strategic planning, and related program activities. The ideal candidate will have extensive experience managing complex federal contracts, leading multidisciplinary teams, overseeing cost and schedule performance, and working directly with senior government stakeholders.
Responsibilities:
- Provide overall leadership, management, and oversight of program activities, personnel, deliverables, and contractual requirements.
- Serve as the primary point of contact between Strativia and the client for technical, administrative, and program-related matters.
- Lead and manage a multidisciplinary team of up to approximately 18 personnel across multiple concurrent workstreams.
- Develop, implement, and maintain the Project Management Plan and other required program management documentation.
- Establish and maintain management controls for tracking deliverables, schedules, staffing, resources, costs, and overall program performance.
- Prepare and deliver monthly progress reports, status updates, executive briefings, and other required program documentation.
- Manage program budgets, labor utilization, spend plans, invoicing, subcontractor activities, and resource forecasts.
- Monitor program performance to ensure deliverables are accurate, timely, cost-effective, and compliant with client requirements.
- Lead quality assurance and quality control activities and implement corrective actions when necessary.
- Manage staffing requirements, including recruiting, onboarding, retention, workforce continuity, and surge support.
- Coordinate transition-in and transition-out activities to ensure continuity of operations and successful program execution.
- Support portfolio management, Integrated Product/Project Team activities, requirements analysis, strategic planning, and related client initiatives.
- Facilitate meetings, working groups, data calls, program reviews, and approval processes.
- Prepare executive-level briefings, presentations, read-ahead materials, reports, and other communications for senior leadership.
- Maintain effective communication and coordination with client leadership, program stakeholders, subcontractors, and internal team members.
- Oversee the development and implementation of internal controls, business continuity procedures, and quality management processes.
- Monitor program risks, issues, and action items and ensure timely resolution and communication to appropriate stakeholders.
- Ensure appropriate staffing, training, system access, and resources are available to support successful program performance.
- Perform other program management duties as required to support contractual and client objectives.
Education and Experience:
- Bachelor's degree in Management, Public Administration, Engineering, Business, or a related field required.
- Master's degree, MBA, MPA, MS, or other relevant advanced degree strongly preferred.
- Minimum of 10 years of progressive program or project management experience.
- Minimum of 5 years of experience serving as a Program Manager or Deputy Program Manager on a federal professional services, SETA, A&AS, or comparable contract.
- Demonstrated experience managing multiple concurrent workstreams and multidisciplinary teams of 15 or more personnel.
- Experience managing multi-task-order, IDIQ, BPA, portfolio-level, or similarly complex federal programs.
- Demonstrated experience working directly with federal Contracting Officers, Contracting Officer's Representatives, and senior government stakeholders.
- Experience managing program costs, schedules, labor, staffing, deliverables, and performance.
- Experience developing and managing project management plans, transition plans, spend plans, progress reports, and other contractual deliverables.
- Experience managing recruiting, staffing, retention, subcontractors, and workforce continuity.
- Experience with federal research and development, acquisition support, portfolio management, requirements analysis, or Integrated Product/Project Team processes strongly preferred.
- Experience supporting the transition or phase-in of federal contracts preferred.
- Strong leadership, organizational, analytical, and problem-solving skills.
- Excellent written and verbal communication skills with demonstrated experience communicating with senior leadership.
- Proficiency with Microsoft Teams, SharePoint, Word, Excel, PowerPoint, Project, Outlook, and Adobe Acrobat.
- Experience with ServiceNow, Power BI, and/or Tableau preferred.
- PMP certification strongly preferred and may be required at the time of award.
- Additional certifications such as PgMP, PMI-ACP, CSM, FAC-P/PM, DAWIA Program Management, ITIL, or Lean Six Sigma are preferred.
- Active Secret clearance required, with the ability to obtain a TS/SCI clearance if required.
