Lead Defense Travel Administrator (DTS) & Budget Analyst

Job Purpose: The Lead Defense Travel Administrator (DTS) & Travel Budget Analyst serves as the subject matter expert for the Defense Travel System (DTS), providing comprehensive travel administration, financial oversight, and budget execution support for staff and ship personnel. This role ensures compliance with Joint Travel Regulations (JTR), Navy financial policies, and federal funding requirements while maintaining accurate travel processing, debt management, and budget reconciliation activities. The position supports leadership by ensuring travel operations are executed efficiently, accurately, and within authorized funding limits.
Responsibilities:
Serve as the lead administrator and subject matter expert for DTS operations.
Manage DTS help desk operations, resolve complex travel issues, and provide user guidance and sustainment training.
Prepare, review, validate, audit, and reconcile travel authorizations and vouchers for compliance and accuracy.
Monitor and update travel budget data continuously; perform weekly reconciliations and provide monthly budget status reports.
Track and manage travel debts through DTS Debt Management Gateway; initiate payroll collections and process cash collection vouchers.
Coordinate routing lists, organizational groups, permission levels, and ODTA assignments within DTS.
Serve as liaison with the Scheduled Airline Ticket Office (SATO) for official travel bookings.
Process standard, no-cost, emergency, student, medical evacuation, and Funded Environmental and Morale Leave (FEML) travel orders.
Perform foreign currency conversions for OCONUS travel reimbursements.
Coordinate cross-organization funding requests with Comptroller offices.
Analyze travel payments and conduct corrective actions to resolve discrepancies and prevent recurrence.
Gather, compile, and present recurring and ad hoc travel and financial reports for leadership.
Provide direct support to senior leadership to resolve authorization, voucher, and pay issues in an expedited manner.

Qualifications:
Minimum ten (10) years of comprehensive experience with the Defense Travel System (DTS).
Minimum ten (10) years of Navy accounting experience, including budget execution for organizations, programs, or projects.
Demonstrated expertise in government lines of accounting and proper use of federal funds.
Experience managing reimbursable accounts and inter-organizational funding transfers.
Specialized experience in analyzing, validating, processing, correcting, and reconciling financial transactions.
Working knowledge of Command Financial Systems.
Thorough understanding of Joint Travel Regulations (JTR).
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Strong analytical, organizational, and communication skills.
