Job Purpose:
The purpose of this position is to gather data and perform data analysis to inform senior level decision-making, small business advocacy, compliance activities, and process improvements for the U.S. Department of Energy Office of Small and Disadvantaged Business Utilization (OSDBU).
Responsibilities:
Gather and interpret data and prepare presentations, both orally and written; respond to data inquires; and analyze and provide data for reporting and tracking small business goal achievement.
Develop Performance Reports to identify and implement improvements; create and generate Monthly, Quarterly, and Annual Reports of DOE procurement and financial assistance data, from the Federal Procurement Data System-Next Generation (FPDS-NG) database, and Electronic Subcontracting Reporting System (e-SRS), USASpending website/database, and sam.gov website/database.
Perform data analysis and conduct studies of existing data and techniques; analyze data results and create graphics of data, including Small Business data dashboards, and assist with implementing data process improvement for DOE OSDBU.
Provide guidance of Small Business Acquisition Vehicles via databases such as e-Portal Commerce System, Federal Supply Schedules, FPDG-NG, e-SRS, i-Portal, SBA’s Dynamic Small Business Search databases, etc.
Perform data analysis in support of communication requests including, but not limited to controlled correspondence, unsolicited proposals, responses required by the SB-1 office, Director, Freedom of Information Act inquiries, requests for programmatic information, and telephone/e-mail information requests.
Provide technical expertise, performing web management and information technology services for DOE OSDBU’s website information and graphics.
Maintain initiative, flexibility, and cooperation in a team environment.
Qualifications:
Bachelor’s Degree in Business, Business Data Analytics, Management Information Systems, or similar
Must have 4+ years of senior level experience, or equivalent combination of education and experience
Must have fundamental knowledge of federal acquisition lifecycle and/or acquisition regulations, processes and procedures and associated acquisition databases or systems
Microsoft Office Specialist: Microsoft Excel Expert certification preferred
Ability to open large datasets in a variety of formats, understand file structures, and extract data
Detail-oriented, able to multitask, strong organizational skills, and ability to document processes
