Tradecraft Officer

Responsibilities:
  • Performing as "Emergency Essential" personnel, indicating readiness to respond in emergency situations.
  • Fulfilling the duties of an Intelligence Watch Officer as required.
  • Conducting daily training for IOC watch personnel.
  • Developing tailored daily training plans for individuals to enhance their skills.
  • Identifying and developing innovative tradecraft standards and techniques based on best practices and emerging technologies.
  • Establishing a standardized Knowledge Management (KM) system for expedited information retrieval, improved collaboration, and knowledge capture.
  • Developing a strategy and standardized process to integrate training, knowledge management, information technology, and audio-visual technology.
  • Taking responsibility for current intelligence production, determining intelligence priorities, and conducting analytical tasks.
  • Overseeing the Department of Energy Intelligence Network (DOE-IN) Continuity of Operations (COOP) responsibilities.
  • Establishing and overseeing an IOC Training Manual aimed at enhancing watch personnel proficiency.
  • Ensuring alignment of the Training Manual standards and criteria with DOE IOC Watch Officer Certification requirements.
  • Providing weekly assessment reports to the IOC Director, outlining training and trainee performance.
  • Developing processes and conducting procedures related to equipment maintenance and documentation management within the Intelligence Operations Center.
  • Supporting special projects and responding to emergent needs.
  • Conducting research and analysis of complex operational issues and disseminating information from intelligence sources, operations, and open sources.
  • Assisting the Senior Watch Officer (SWO) in updating Standard Operating Procedures.
  • Maintaining situational awareness of global events through monitoring intelligence and open-source reporting.
  • Communicating with IC partners to remain aware of issues of interest and significance.
  • Possessing a strong understanding of the DOE and IC organization and priorities to identify issues requiring executive attention.
  • Conducting situational awareness and communication facilitation functions as needed.
  • Updating team personnel information and contact cards.
  • Carrying out local and out-of-area visits to interact with IC partners in support of IOC watch functions.
  • Performing other administrative and operational tasks as directed to ensure the efficient operation of the IOC.

Education and Experience:
  • A minimum of 7 years of experience performing the qualifications associated with this position. This experience may be a combination of private sector, civil service, or military experience.
  • One year of prior intelligence watch experience.
  • Experience in developing training plans and after-action reports.
  • Experience in developing and executing Knowledge Management systems.
  • Proven ability to integrate training, knowledge management, and Information Technology & Audio-Visual Technology.
  • Experience in intelligence program
  • Demonstrated experience in the following areas: All source information including HUMINT, SIGINT, IMINT, Open Source, and ELINT.
